Budget Heating & Cooling is a family owned and operated business. It was founded by Don Carter in 1982. Throughout the years, Don, and son Ray, worked exceptionally hard to build a remarkable business that the members of the community could rely on and trust for years to come. In 2002 Ray Carter took over the family business. He has since been providing members of Jefferson County as well as Hamblen, Grainger, and Sevier counties, with continued reliable, trustworthy, affordable heating & cooling services.
